More fun with units. If you convert each to litres you'll find the first is 23m3 or 2.3x104 litres. the second is 2.3x105 litres because there are 1000 cm3 per litre. The third is 2x104 litres and the last one is much less than the second. I think the answer should be obvious. Let me know if you don't understand.
