if i have y=2/3x-1 how would i graph it?

Plot a point at (0,-1), and move up 2 and right 3 points. Plot a point here and make a line

does the run always move to the right or only when its positive?

only when it's positive, if it's negative (for ex.: 3/-2(which equals -3/2)), you move down however much the rise is and right as normal. So, you never really go left for the run, you always change move the negative sign to the numerator.
