cartilage in fact even at birth a child's bones are still not as hard or mineralised as an adults that's why at birth children have 300 bones and as they grow the bones fuse and are reduced to 206

bones replace cartilage as the fetus grows even leaving the fetus and talking about an adult if we ever break a bone first cartilaginous bone is formed then it is replaced by bone cells and in the end minerals are added to make it hard
