The uniform (isotropic) nature of the cosmic microwave background (CMB) was predicted by Bethe, Gammow and others to exist if the universe started out in a hot dense energetic state. If the universe was a steady state universe, as predicted by Fred Hoyle, (always existed in its present state) there would not be this radiation. It is the cooling of the universe, an "echo" of the big bang.

I should add Penzias and Wilson accidentally found this radiation, scooping the previously mentioned physicists of their Nobel Prize. They were working at Bell Labs on an antenna that was not working properly, and it turned out to be picking up the radiation.
