B: Both times COs were officially recognized and many more were issued in WWII than WWI
C: In WWII the drafted started in 1940, with official U.S. involvement in the conflict starting only in 1941. In WWI the draft started in 1917 as the U.S. involvement began.
D: In both cases many black southern farmers refused the draft and were left alone because they were essential to the war time economy. However I am unsure whether this fully answers your point.

If Girard's information is right (which I believe it is) then I'm changing my answer to C. I forgot that the draft actually started in 1940 but the United States didn't get involved until 1941, which would mean that C. The draft began before the U.S. entered the war, would be correct.
