the question is probably meant to be the _most appropriate_ unit for measuring the volume of a soda can. Since most soda cans are less than 1L in volume, the answer would be false anyway. mL would be a more appropriate measure of that small volume.

yes JFraser is right but then also it can be cm3 cause cm3=ml that question is totaly messed up...

I too have come across such stupid questions like "what would be most appropriate unit to measure a pencil?" back when i was a fifth grader... the correct answer is surely ml..
