Continuing from what I previously mentioned, The OS needs to have a set of predefined enforced guidelines. I have seen your guidelines but many people don't follow it. I have seen many people just asking for answers for the sake of solving the question, basically for online tests and there are many users looking for medals who promptly give the answer. I have seen another forum ( physicsforums.com ) and they have really effectively enforced this rule.
