That's a tricky question. Saddam attacked quite a lot of countries.

Before Desert Storm, Iraq had just ended a war with Iran.

During Desert Storm, Saddam fired Scuds at a number of countries such as Saudi Arabia, Qatar, Israel, and Bahrain. Israel was the first attacked in this way because Saddam hoped that if Israel retaliated, the Arab allies of the Coalition would refuse to support it if it meant fighting along with Israel.
