What the hell is ϵ here? and what does it mean by "given"?

\(\epsilon\) is just a number that's greater than 0. It could be \(50\) or it could be \(0.000000000000000001\). The statement just tells you a number with this property exists.

In general though, you consider \(\epsilon\) to be very small.
