Do you mean in the title?  I think you capitalized the title just fine.

Every word, like you have it.  Words that would not be capitalized are 'the, a, and,' etc...

"is" should not be capitalized.

yes if you were to put "Bulling is an Issue" then that would be the way it would be spelled, with the capital B and I. But in the title that you wrote in your question its perfectly capitalized. :)

We always capitalize the first letter in a sentence. Sometimes we capitalize the whole statement also. But in this case, why should we capitalize the title like this?
