in a literature question...according to CIE, should we make our answer according to paragraphs or as a whole discussing all content...(which is the correct method to achieve a good grade)?

Grade it as a whole? I guess getting the basic gist of what the essay is trying to say is the best way to grade. Grading by paragraph would be time consuming, because teachers would have to look at each piece more closely.
