hmm Trying to make some sense out of that question. It seems to be asking how many quarts of actuall antifreez is there. If so then we know that there is 12 quarts of a 30% antifreeze solution. Which means there is only really 12*(.30) 3.6 quarts of 100% antifreeze in the radiator.

Simply put, its asking for 30 percent of 12.
