I mean an image gallery site differs when compared to that of a social networking. So observe how need varies in different scenario's. I like using http://www.w3schools.com/ for learning about HTML, CSS, and JS. They have a "practice" area that will help as you learn, you can explore how things with without having to create your own environment.
