What are the best practices to improve web development skills? I have started learning HTML, CSS and after that I will learn JavaScript. I created a website on my computer to practice these skills but I want to know more suggestions and good practices to improve my HTML and CSS skills.

Redesign existing websites to improve upon their functionality and implementation.

There are a lot of pelletty websites out there, that's an easy way to practice and get started -- plus those people most likely paid for those websites, know they need help, and will gladly pay you for your revision if you present it to them.

Thank you but where can I found those websites?

try out the freelancer.com for such requests and projects... If you wish to become a front end developer learn HTML5,DHTML and flash to boost up your designing. Review various sites and observe how they deliver various content. I mean an image gallery site differs when compared to that of a social networking. So observe how need varies in different scenario's. Being a front end designer you will have a major responsibility about navigation. Your design must be pleasing so that it must not vex the people visiting the site and close it. So develop all these skills these can be built up gradually by observing various sites. All the best... :)

I like using http://www.w3schools.com/ for learning about HTML, CSS, and JS. They have a "practice" area that will help as you learn, you can explore how things with without having to create your own environment.
