Actually I think the answer might be B. Why don't you give that one a try? The American government wanted not to get involved - but it did like the amount of demand created by the war for its industries. Thus, it proclaimed neutrality and tried to trade with the two sides at once. In reality though, trade was heavily slanted towards the British - for a number of reasons.
