What's the difference between elongation and relaxation in terms of antagonistic muscle pairs (i.e. the bicep and the tricep)?

I dont think thats it, the way I understand it as one contracts (e.g. bicep) the other elongates (e.g. tricep). Similarly when one contracts, the other relaxes, so whats the difference between relaxing and elongating when the antagonistic pair is contracting?

would elongation involve and exerted effort, while relaxation is more of an equalizing situation that exerts no energy?
