Can someone please clearly explain this? When dead organic matter decays, CO2 is released. Does this process also produce NH3 or is NH3 produced by the decomposition of waste of animals only?

Yes, In organic matter, there are proteins, when they are broken down amino acid is released to the soil.....and NH3 is released during the decomposition of Urea..i think only waste can produce NH3, while protein produces amino acids
