Many HTML authoring tools exist that allow us to design a page without having to know HTML. Why is it important to understand HTML? Give an example of where you are expected to learn something when there are tools available to do the work for you.

It depends on what you desire. Sometimes even you can install CMS on your HOST then you are able to mange your website even without knowing about HTML tools. But if you are planing to learn how to design a website then at the first step you must understand the html.

i told you if you are a web developer , you can use those tools to design your layout as well. but in some cases the tools are not powerful . for example you need to use jquery UI in your layout or you want to use java script / AJAX or etc .. then you MUST know about html

in advanced no body uses those tools unless they plan to create a static website. like introducing some products which never changes or will change after a longer time then they can make a new static page later on.

I would say that you need to learn html, if you are a developer, because there are times when the "tools" do not work. With html you have issues with browsers interpreting things differently and you are then required to manually adjust your code so that it will work in all browsers. An example of where you are required to learn something when there are tools that do it for you is math. You can use a calculator to do all kinds of math but if you do not understand the underlying fundamentals you have no idea if the answers you're getting are right nor do you have any way of proceeding if your "tool" fails.
