C. RNA polymerase may not be able to bind to the DNA, so transcription will not occur promoter region is for RNA polymerase to bind but this region is not transcribed out by RNA polymerase. If change this part, the polymerase might not be able to bind. A is incorrect because if RNA polymerase can't bind to DNA, then no transcription which means no translation. B is incorrect because RNA polymerase can't bind to the coding region. Hmm, correct me if i'm wrong...
