who do not have a job. who apply for government assistance. over age 16 who are trying but unable to find work. over age 65 who retire but do not yet collect government benefits.

Iwanna say it is the first one, but that makes no sense since anyone under 16 is unemployed, so it would have to be the third one. Am I right?
