If the question is what gives the 'impression' of it, then it's that the birds column LOOKS twice as high as the mammals. However, notice the zig zag at the beginning of the graph. It does not start at zero. If mammals is at about ~57, then double that is 114. Birds, however, is 75.

Look at the vertical (y) axis. It has a zig zag, or a break. Your answer 1 and 2 are wrong for sure as intervals on a scale cannot vary. There is no break on the horizontal axis. So yes.
