It's 40 degrees because it's an incribed angle. The measure of the inscibed angle equals to half of the measure of its intercepted arc. The way you find the measure of the missing arc is to add 150+130 and then subtract it with 360. Then you get 80. So the intercepted arc is 80. Therefore 80/2=40. :)
