What does the green rectangle (named First Question) on the lower right indicate?!

it shows that that is the first question the user is asking in that group :)

i.e. that the user is new to the group?

not necessarily, i may be in a group answering people and helping and never really ask a question. then say after 3 months, i ask my first question, that green box will be there on that question. it simply indicates the first question a user is asking in a given group
