President Truman had an obligation to save AMERICAN lives. By using the bombs he was able to save many thousands of AMERICAN lives. And in the process he was able to save Japanese lives. President Truman used the second bomb because the Japanese were sure that it was some kind of a trick. They had another problem. The day after the first bomb the USSR declared war on Japan and for being in the war something like a week were able to take an island away from Japan. They still have that island. The military leaders wanted to continue the war after the second bomb and when they discovered that the Emperor was going to surrender they tried to put together a way of going around the Emperor and continue the war. Only because the Emperor was willing to surrender did the Americans not drop the 3rd bomb.
