Sorry he is right it should be 40. If arc ac has a measure of 140, that means it's internal angle is also 140. Splitting the two tangents into two horizontal triangles, according to your picture, Angle A and Angle B are 90 degrees. If A is 90, and your internal angle is 70 in the triangle, half angle ABC would be 20. So angle abc is 40.
