I read it as...
I completely understand how things react to inputs (e.g. actions). I also understand how ideas are related to one another.

Like Roku said, it's difficult to say without knowing exactly how/why the sentence is used.

i guessing it means that you know what reaction an action might cause and you are in no wat critical of whatever action that is ie you wont juge the person based on what they do hence you will be more understanding... the last part is a tad bit confusing
