This is the question i really have to ask: what is the minimum energy release required for a bond to be called a chemical bond theoretically

The enthalpy change has to be at least 42kJ/mol along with sharing or transfer of electrons taking place fo rthe bond to be called a chemical bond, acc. to its thermodynamic definition.
