I'm not the best at Frequency Graphs and Intervals..is it asking me to add?
Yes add the frequencies that correspond to email counts that are 19 or fewer. So you're adding the counts that correspond to 0-9 and 10-19

btw, you'll notice the cumulative frequency to the right of 7 is 11 (this is the total count of frequencies up to this point)
