Let x= overtime rate, Just do what the sentence says....
The overtime rate is 1 1/2 times the regular rate
                x           = (1 1/2)                (6.50)
$$x=1\frac 1 2 (6.50)$$

Use the equation$$x=1 \frac 12(6.50) = 1.5 (6.50)=9.75$$

The words of the problem tell you "The overtime rate is 1 1/2 times the regular rate" which is the same thing as saying the overtime rate, x = 1.5 (regular rate)=1.5 (6.50)
