Use the equation\[x=1 \frac 12(6.50) = 1.5 (6.50)=9.75\]

The words of the problem tell you "The overtime rate is 1 1/2 times the regular rate" which is the same thing as saying the overtime rate, x = 1.5 (regular rate)=1.5 (6.50)
