NO must be congruent to KL, so the compass needs to be put to the width of KL, so the first choice does not work.

Constructions uses straaight edges and not rulers, so the second and last choices won't work, either.

Directrix (directrix):

Draw an arc to intersect the arc above segment NP from point N with the length of segment KL as the width of the compass. ----- The third vertex of the constructed triangle will be at the intersection of the two drawn arcs. The triangles will be congruent by SSS Postulate.
