How bout a limit to 10 questions every hour or so?

I like @inkyvoyd 's idea. However, I think around 5 per hour would be safer against spammers. Igba does have a point regarding the open/close. It's no better than the previous design.
We're playing with this idea, but we haven't seen an overwhelming amount of close/reask abuse to justify implementing this for that reason alone. Of course, @cshalvey may correct me if I'm wrong on that.

So, test cheating is something that no time limit we enforce is going to solve. It's a behavioral issue. In short, all I see this feature doing is punishing people for getting help to their problems quickly. :\
