Do you mean ombudsmanship? If so, then: "An ombudsman is a person who has been appointed to look into complaints about an organisation. Using an ombudsman is a way of trying to resolve a complaint without going to court." Cited from http://www.adviceguide.org.uk/england/law_e/law_civil_rights_e/law_complaints_e/how_to_use_an_ombudsman.htm This was the best site I could find that clearly explains what they do, however this is in the British context and it may differ slightly their role in other countries.
