well i think you'd have to use formulas

x/y * 100
wherey y is total amnt of workers
I think
that will give you your percentage

further more since you said the  anser is  43.75

you can say  43.75=x/y * 100

but you still need either  total amnt of workers  or how many  workers worked 40+ hours to solve for the missing variable.
