When you add salt to water, you're making a water-salt solution, this will have new properties in function of the concentration, which is limited by the solubility of the compounds. In balance terms, salt usually decreases the pressure of the steam in the solution, increasin the boiling point and decreasing the freezing point. Water-salt solution will freeze at a lower temperature (lower than 0°C).
