putting two of the small rectangles vertically has the same shape as putting two of them transversely in total, they turn into squares . Then, you just move the "squares" inside the big rectangle to make sense

I made a mistake in the previous calculation and the answer may not be 28. If you know the method , it will be easy and just count them. But remember to delete some excess ones.
