Is {(–2, 0), (–1, 3), (0, –2), (3, –1)} a function?

OpenStudy (kinggeorge):

To tell if something like this is a function, look at the first value in each pair of numbers. If there are any repeats in the first value, it is not a function (unless both pairs are identical). So this would be a function because none of the the first values are repeated.
