As u can see before the parachute jumped he had 0 velocity,bt he had a potential energy mgh due to gravity.when he jumped hi velocity increased and hence KE .Note that the total mechanical energy is conserved,this means that for a 5% decrease in PE there is corresponding 5% increase in KE .Ssee this diag:
