Are you sure you need "magnetic" line of forces.. since no magnetic field and magnetic lines of force are generated by stationary charges.. and your question suggests that the charges are at rest..

i am saying about magnetic lines of forces not about magnetic field.magnetic lines of forces can be produced by a static charge indeed.
