I think that you should start by thinking about what is to be answered. Only by creating a domain for the problem can you focus your energies effectively. If you start researching you may find a thousand interesting facts. This may cause you to question the scope of what you are doing. Only after you identify scope and domain can you proceed to write a thesis statement. This may become your terms of reference - your specification -for the research which must follow.
