That is correct^. The cortex is the outer, folded region responsible for much of higher level processing. A tip to help you remember this: cortex always refers to the "outer" region. Think of the adrenal cortex - it's the section of the adrenal gland that lies over the adrenal medulla. Think of plants: the cortex is the layer of ground tissue surrounding the vascular stele. Unfortunately it happens to sound like "core", but just remember it's actually the exact opposite of core.
