well 22 seems ridiculous but i don't have a mathematical explanation for why

Well, since the strap is adjustable, if it is too long, you would just shorten it.  Think about how the adjustable strap works on your backpack.  But what id the strap was too  short.  Think about it.  The backpack is 19.5 inches long.  You want to add a strap that connects to the shoulder strap (which is 12 inches) and to the bottom of the backpack.

No 22 inches would work fine.  Look what you are trying to do.|dw:1337521771507:dw| You need for the adjustable strap to connect the bottom of the backpack to the 12-inch shoulder strap.
