What is the equation of the line in slope-intercept form that passes through the point (0,3) and is perpendicular to the line y=2x-6?

OpenStudy (paxpolaris):

the slope would have to be the negative reciprocal of 2 {as the line is perpendicular to y=2x+6} the y-intercept is 3 ... { as it passes through (0,3) \[\Large y= -\frac12x+3\]
