I also do geography ;) It is the first one. The second means that more water is taken up by plant life (it would die anyway) The third would have no affect The fourth is not implemented as there is no way of the government enforcing that tax-break - how would they know they were installed?
At the moment there is a hosepipe ban in Staffordshire, UK (where I live)
