If you're in the shower longer than the time it takes for you to fill up your bathtub then you're probably wasting more water showering.

Of course that's true but you'd have to be in there for a while. An average bath takes 30-50 gallons of water and shower heads sold in the U.S. today are designed with flow restrictors to limit the flow to a max of 2.5 gpm. C is the best answer.
