I want to know that in the construction of electroscope given below (FILE ATTACHED) :--------
When the 2 gold leaf attracts each other?????

they do not get attracted unless they are completely neutral - in which there is not 'attraction' exactly - they join due to the the gravitational pull

It means we can't place a charge on metal rod which makes gold leaves attract each other.

Nope. the leaves will always have the same charge. so no attraction ever.
