It's not A. 270 degrees CLOCKWISE is the same as 90 degrees COUNTER-CLOCLWISE.

Reflection of a horizontal line would not rotate it at all, translation is MOVING a set of points and dilation is changing the size of geometry. NONE of your options would give the same result as a 90 degrees cloclwise rotation. If it was 270 degrees COUNTER-clockwise rotation, then it'd give the same result as 90 degrees clockwise rotation.
