A city planner needs a new method for cleaning a town’s water supply. He hires a scientist to research the issue. Because the scientist is being paid by the city planner, her research is not valid. true or false... i think its false..not sure

No this is a philosophy question. What advice will the planner take? The scientist could give reasons for why water is dirty or methods to clean it. But this is an engineering question and answer. there is no true or false statements for this non-question.

This is really an ethics question and not a physics one. At any rate, the answer should be false. Just because the research is paid for by the city doesn't make it invalid. This is a VERY common scenario in the government. An unethical example would be if the city paid a company to provide the research when that company has a financial interest in results of it (ie: they could receive a cleaning contract based on the results of the research).
