Is this possible to light radiate from CFL lamp, sufficiently receive by solar cell practically . I want to make battery charger .

What is CFL ? Compact flourescent lamp? If so the the answer has to be no. You would need to surround the lamp with a sphere of solar cells. The amount of energy used from the CFL will be 3 times what you would receive from the solar cells. S,cells are only 15% efficient. It may be possible but you would be lucky to get 5V, but it will be mA of current.
