6x^3+9x^2-18x can be simplified to 3x(2x^2+3x-6), so the 3x cancels, leaving 2x^2+3x-6.

So, you factor out the 3x. You know you want a 3x because you want the thing you take out to cancel with the bottom. So half the work is already done!
