Actually No one did. What really sparked The First World War was when Archduke Franz Ferdinand was assassinated by Serbian activists in 1914, which led to Austria-Hungary to declare war on Serbia. Then Germany declared war on Serbia as well as Russia in the same year and before you know it The First World War had begun. Hope this helped!!
