Yes, electric field lines begin on positive charges and end on negative charges. Magnetic field lines on the other hand do not begin or end, they are closed loops. In other words there are electric monopoles (protons electrons) but not magnetic monopoles. Every magnet, no matter how small, has a north and a south. Electric charges, on the other hand, are either negative or positive
